A recap from today's Council meeting - June 26, 2025
Elora Cataract Trail
Council awarded the contract for the Elora Cataract Trail Linear and Culvert Works
to the lowest cost bid from KAPP Infrastructure Inc. in the amount of $21,839,774.20 excluding HST. KAPP is the contractor currently doing work on Dundas East.
The wastewater portion of the project is funded by developers benefiting from the wastewater infrastructure. The water portion of the project is funded by Development Charges.
Start - as soon as contract is signed
Construction Complete - late Summer 2026

Approx. 91% complete and 91% spent to date

Housing Enabling Water System Fund program (HEWSF)
The Housing Enabling Water System Fund program aims to protect communities by investing in the development, repair, rehabilitation and expansion of core water, wastewater, and stormwater projects to promote growth and enable housing.
Staff applied to Intake 2 of the Housing-Enabling Water Systems Fund in November 2024. Notice of successful application was received on January 27, 2025.
Maximum Funds: $29,473,750.00
Project Start Deadline: September 30, 2025
Project Completion Deadline: March 31, 2028 (construction completion)
Expiry Date: March 31, 2029 (reporting and audits complete)
Total Cost of Project - $40,375,000
$29,473,750 from HEWSF + approx. $10M from other sources to be determined, possible to stack other grants or use a portion of the developer's over contributions that were negotiated for this purpose
The planned scope of work includes the following for Erin Village:
build local wastewater system and laterals to allow connection of existing homes and businesses - approx. 7,500 m
replace existing aged watermains and services - approx. 2,600 m
upgrade existing storm sewer system - approx. 3,700m
road reconstruction and improved active transportation
These infrastructure components will be addressed in the following areas, subject to final design. Specific areas/streets will be determined through a feasibility review as part of the design process. These streets were initially identified as they met the grant criteria. Connection options for addresses on Main Street Erin will be explored.

Sanitary Sewer Connection By-law
The detailed design process to be conducted from August 2025 to March 2026 will include the preparation of a draft sanitary sewer connection by-law. This by-law will outline rules and regulations for connecting to the sanitary sewer system. It will include the application process, fees, mandatory or optional nature of connections, construction standards and discharge requirements. It will also include decommissioning requirements for existing septic systems when a connection is made. The process will include 4 to 5 public engagement/education sessions.
