Pre-consultation Regarding Draft Updates to the Grand River Assessment Report and Source Protection Plan
County of Wellington Draft Official Plan Amendment 131
The purpose of this report is to summarize draft Official Plan Amendment 131 as it relates to the Town of Erin which has been released for public comment by the County of Wellington and is part of the County’s ongoing Official Plan Review. · Draft County OPA 131 provides rural area policy updates, re-allocates 120 rural units from Erin to Puslinch Township and addresses rural residential and employment growth needs in Puslinch. · The reassignment of the 120 rural units to Puslinch Township does not prevent those Erin properties currently eligible for a severance in accordance with the criteria of the County’s Official Plan or adding an Additional Residential Unit. · Draft OPA 131 will be subject to a future statutory public meeting following its review by the Ministry of Municipal Affairs and Housing.
Award of Operations, Maintenance and Management Services for the Water Resource Recovery Facility
Recommendation to enter into an agreement with the Ontario Clean Water Agency (OCWA) for the provision of operations, maintenance and management services for the Water Resource Recovery Facility
Recommendation Report – Zoning By-Law Amendment - 4910 Tenth Line
The subject Application pertains solely to the proposed Additional Residential Dwelling Unit (ADU) with site-specific provisions and not to the future construction of a new primary single detached dwelling.
Water Rate Report and Water Financial Plan
Recommendation to approve the Water Rates and Service Fees By-Law to provide full cost recovery of the water rate operating program and a requirement of non-growth debt in 2027 and 2028, with rates increasing by 3% from 2025 through 2030 and 5% thereafter.
Community Improvement Plan (CIP) Amendment
Recommendation to extend and update the program framework. The CIP was adopted in 2018 and has provided financial incentives to local businesses and property owners, encouraging façade improvements, signage updates, accessibility enhancements, and other property investments.
Third Quarter Financial Report for the Period Ending September 30, 2025
For the third quarter ending September 30, 2025, the Town of Erin is reporting a year-to-date deficit of approximately $788,000, reflecting expenses that have exceeded revenues during the period January to September 2025. While the third quarter reflects a temporary deficit, the Town’s financial position remains manageable and aligned with expectations for this point in the budget cycle. Many of the cost pressures experienced relate to timing, seasonal demands, or extraordinary circumstances. Staff are confident that ongoing monitoring, year-end offset, and prudent fiscal management will support a more balanced outcome by year-end.
